General Sultani Makenga, senior military commander of the Alliance Fleuve Congo/M23 (AFC/M23), presided over the graduation ceremony of the 'Uongozi Bora' — Good Leadership — training program held at Kanombe on May 1, 2026.
The ceremony marked the completion of a structured leadership and governance training cycle for a new cohort of AFC/M23 officers and civil administrators, reflecting the alliance's continued investment in institutional capacity-building for the territories under its administration.
The 'Uongozi Bora' program focuses on civil-military relations, administrative accountability, and community governance — areas that AFC/M23 leadership has publicly identified as central to its governance model in eastern DRC.
The graduation was attended by AFC/M23 civil and military leadership. General Makenga addressed graduates on the responsibilities of leadership and the alliance's vision for eastern Congo.
